The sanitation problem

Indian politicians are finally talking about sanitation, the lack of which costs the country about 6.4% of gross domestic product because of death and disease. But even as inadequate sanitation has begun to make headlines, India faces t he challenge of reorienting its policy to move away from construction of toilets to focus on usage and outcomes.
